How control works

The Kingdom's resource ownership is distinct from Aramco's concession-based exploration, development and production rights in the covered areas; the Saudi Government also held 81.48% directly at 31 Dec 2025.

Interpretive limits

Kingdom reserves and Aramco reserves are different measures. The record maps legal and operating control, not a claim that listed equity ownership equals ownership of the subsoil resource.

Codelco's own production, attributable production from stakes and Chile's total copper reserves are separate measures and should not be collapsed into one control share.

The Government of Kazakhstan is the ultimate controlling party: 62.99% was held by Samruk-Kazyna and 12.01% by the Ministry of Finance at year-end 2025, while 25% was free float.

Group production, attributable production, national production and geological resources are distinct measures; joint-venture partner rights must be preserved asset by asset.

A critical supplier is not the same as unilateral control of semiconductor production: fabs also depend on design tools, other equipment, materials, power, capital and skilled labour.
